Statewide Friends Attend
Mobley Funeral
by Mary Loden
Press-News reporter
(Pictured
above) A line of over
two dozen patrol cars
from around Mitchell
County and the state of
Iowa lead the funeral
procession on Monday
morning to the Sacred
Heart Catholic Cemetery,
following funeral
services for Richard
Mobley, a former Osage
police chief.
(Press-News photos by
Larry Kershner.)
The city
of Osage lost a
long-time friend
Thursday, June 5, with
the passing of former
police chief Richard
"Dick" Mobley. He had
served the city for 37
years, 25 as police
officer and 12 as chief
of police. He retired in
1997.
Coming
from all points in Iowa,
sheriff's deputies,
police officers, state
patrol troopers, DOT
enforcement officers and
Osage fire fighters
preceded the funeral
coach bearing his casket
around the courthouse
and down Main Street of
Osage as it wound its
way to the Sacred Heart
Catholic Cemetery.
"He was a
dedicated individual,
always involved," said
Curt Younker, Mitchell
County Sheriff. "(He was
a) hands-on kind of guy,
a straight-arrow. He
saved my bacon a time or
two when we were out on
call."
Former
police chief, Ed
Viskocil, said Mobley
began his job as a
policeman with a, "Great
deal of enthusiasm," and
"he maintained that
throughout his whole
career." Viskocil said.
"He was the only Osage
chief that was president
of the Iowa Association
of Chiefs of Police and
Peace Officers. Dick was
a life member of this
organization and
president in 1993.
He said
that Dick enjoyed his
fishing trips and looked
forward to fishing
vacations in Minnesota.
"It was a shock (Dick's
death). I worked with
him for many, many
years. The community
lost a public servant.
He liked to take care of
the elderly," said
Viskocil. He added:
"Dick was a
compassionate police
officer and chief. He
had great feelings for
people."
Mobley
was a member of the
Midwest Organized Crime
Information Center, the
North Iowa Drug Task
Force and was also
active with the Crisis
Intervention Center. His
love of the community
and compassion for the
elderly was evidenced in
the implementation of
the "R.U.OK" program, a
computerized calling
program that checks on
the elderly to make sure
they are safe.
Father
Philip Recker of the
Sacred Heart Catholic
Church, in his Liturgy
of the Word, said we
should celebrate Richard
and his life lived in
service to mankind. In
the Beatitudes, Jesus
listed for his disciples
the eight steps for
serving and Richard
lived these words every
day of his life, Recker
said. Recker said
Richard was no stranger
to "the poor in spirit"
and "those that mourn."
He encountered them
during the course of his
job all the time.
Richard advocated
"meekness" because he
knew where anger could
lead to and like any
good police officer, he
"hungered and thirsted
for righteousness." He
was "merciful" to those
who needed mercy because
many crimes are
committed out of
ignorance instead of
malice.
Richard
was truly "pure in
heart" as he
demonstrated through his
many community
activities. Richard
entered law enforcement
because he was a
"peacemaker" and he was
very familiar with being
"persecuted for
righteousness sake."
People often turn
against the enforcer of
the law when they are
unhappy with the law
itself, Recker noted.
Richard
fostered youth
activities and had a big
heart that he extended
to all, Recker said. His
was a life given in
service. He said he was
reminded of the words of
St. Paul when he said:
"I fought the good
fight. I ran the race."
He was buried Monday,
June 9--Richard's
birthday.
Prior to
his death, he told
Recker, "I've done my
job. I'm ready to meet
my maker." Recker
reminded us to practice
the Beatitudes, as
Richard did, and learn
the lesson of love.
