RICHARD F. “DICK” HUGHES / Clear Lake

By Kevin Baskins

(NOTE: This feature story appeared on page 1 of the May 30, 1997 edition

of the Mason City Globe Gazette.)

CLEAR LAKE When the Clear Lake City Council meets in special

session today, someone else will have to make the motion to adjourn.

For the past 12 years, it has been Councilman Richard F. ``Dick''

Hughes who has steadfastly performed that duty.

Hughes, 76, died Thursday at North Iowa Mercy Health Center

of lung cancer.

``This is a tremendous loss. The city of Clear Lake has lost

a good, good friend,'' said fellow councilman Ned Wicker, Jr.,

Thursday night.

Hughes was first elected to the council in 1985 and has been

a large presence in city government ever since.

Sometimes gruff, often almost beligerent in sticking to his

beliefs at times, Hughes was a fiscal conservative who also had

a soft side he didn't show in helping causes around Clear Lake.

``He used to lean over to me before council meetings when the

Hawkeyes were playing basketball and say `Don't be talking too

much tonight, there's a game on,' '' Wicker said.

``Dick could be outspoken and he would really hold his ground

on issues he believed in,'' said Nels Larsen, another councilman

and a close personal friend of Hughes.

Larsen said that Hughes would find him just about every day

and the two retirees would often take tours of the town looking

first hand at the city's infrastructure in assessing the needs

of the community.

``Dick was a real conservative and he was not for raising taxes.

He felt very strongly that the city needed to live within its

means use growth in the community to get things done,'' Larsen

said.

``Dick was a great man and a great city councilman. He was sincerely

interested in being a councilman seven days a week,'' Larsen

added.

But as conservative as he might have been, Hughes always put

that conservatism to work in the best interests of the city according

to Jack Kennedy, another long time friend.

Kennedy pointed out that in his 12 years on the council, Hughes

never accepted the $25 per meeting honorarium given to members.

Last October, he used the nearly $7,000 he had accumulated in

a special account from not taking the money to pay for a four-stall

city garage to house the city's police cars.

``Doing the best thing for Clear Lake was always foremost on

his mind. He was conservative in the respect that he wanted to

keep the city on an even keel and not spend taxpayers money wastefully,''

Kennedy said.

Hughes' often direct responses in council meetings would sometimes

give an impression that he was simple, but those who knew him

best knew otherwise.

``Describing Dick Hughes as simple is like describing the world

as flat nothing could be farther from the truth. Anyone who

knew him knew how truly bright and perceptive he was,'' said

Jim Stanton, a friend of Hughes.

Stanton said the sometimes gruff exterior Hughes would display

during city council meetings didn't show the true measure of

the man.

``Dick was a very bright, very compassionate man and in my 10

years of close association with him, I never once saw him turn

someone away who had come to him for assistance,'' Stanton said.

Hughes was born and raised in Mason City and had been a resident

of North Iowa all his life. He had his wife, Arlene, have lived

in Clear Lake the last 28 years.

He was in the bowling center business in Mason City for nearly

50 years. Hughes operated Dick's Bowling Center on the site of

what is now the Southbridge Mall parking lot for 17 years before

opening the Rose Bowl, Highway 65 South, in 1963,

Hughes sold the Rose Bowl and retired in 1995.

In addition to his civic accomplishments, Stanton said Hughes

will be remembers as ``a giant in the Iowa bowling industry.''

``Dick ran a very modern, technically advanced bowling center.

He was always a pioneer in the state-of-the-art technology,''

Stanton said.

Funeral arrangements for Dick Hughes are incomplete at Ward-Van

Slyke Colonial Chapel.

In addition to serving on the council, Hughes was also the chairman

for the North Iowa Area Council of Governments board of directors.

Even in his final hours, Larsen said Hughes held the city's

interests at heart.

Larsen said Hughes called him to his bedside at the hospital

on Tuesday and told him it would be unlikely he would be able

to attend the special city council meeting today to do an amendment

to the budget.

``He told me that we had to get it done before the new budget

goes into effect next week and I had to be sure to be there so

there would be a quorum. Even at the end, he wanted to make sure

it got taken care of so the city didn't get fined for doing the

amendment too late,'' Larsen said.

City government will continue today in Clear Lake without Hughes,

but it won't be the same.
